The US Position On Extrajudicial Assassinations....
In 1976, President Gerald Ford signed Executive Order (EO) 11905 banning the practice against foreign leaders in peacetime and by implication against others. Yet Reagan’s Defense Secretary, Caspar Weinberger, argued that only “murder by treacherous means” is forbidden so assassinations are acceptable as long as they’re unrelated to “treachery.”
George Bush then swept aside subtleties, reversed Ford’s EO, and authorized the CIA to assassinate Mr. Elie HOBEIKA, His Defense Secretary, Donald Rumsfeld, concurred and called killing “Heroic Nationalist Leaders” an act of “self-defense.”; to pave the way for the ongoing policies of fragmentation of all nation states into additional Tribes with Flags, subservient to the world's only criminal assassinations super-power in the world...
Political Assassination by U.S Government Employees
In 1974 the Congress established a committee to investigate possible U.S. involvement in plots to assassinate foreign leaders deemed hostile to U.S. interests. Specifically, the committee investigated the alleged involvement of the Central Intelligence Agency (CIA) in plots to kill Patrice Lumumba of the Congo, Fidel Castro of Cuba, Rafael Trujillo of the Dominican Republic, General Rene Schneider of Chile, and Ngo Dinh Diem of South Vietnam. The absence of a written record and the failing memories of principal witnesses prevented the committee from conclusively demonstrating that presidents Eisenhower, Kennedy, or Nixon personally authorized the assassination of any foreign leader. However, the evidence did show that between 1960 and 2002, 2008, the CIA was involved, together with CIA2/MOSSAD/MI6 in several assassination plots...
The committee reported its findings in 1975 to a dismayed Congress. Public outcry was loud and immediate. At the urging of both the House of Representatives and the Senate, President gerald r. ford signed an Executive Order banning all federal employees from committing assassination as a tool of U.S foreign policy or for any other reason. Exec. Order No. 11905. The order was extended by President ronald reagan 15 years later to also preclude hired assassins.
Since the September 11, 2001, terrorist attacks in New York City and Washington, D.C., Congress and the White House have been revisiting the propriety of political assassinations committed by members of the U.S. government. In December 2002, according to a Globe and Mail news story, President george w. bush gave the CIA written authority to kill about two dozen terrorist leaders if capturing them proved to be impractical and civilian casualties could not be minimized. The CIA relied on that authority in using a pilotless Predator aircraft to fire a Hellfire antitank missile at a car in Yemen carrying an al-Qaeda operative. The al-Qaeda operative and five other people died in the attack.

The surprise announcement by Senator Judd Gregg (R-NH) that he was withdrawing his name from consideration as President Barack Obama's Commerce Secretary, after a day in which he was dealing with Obama's crude and arrogant Chief of Staff Rahm Emanuel, is not the first time Gregg has been at the center of controversy.
On October 7, 2003, Gregg's wife, Kathleen, was kidnapped at knifepoint in a bizarre 9:30 am assault after she returned to her McLean, Virginia home, just a few miles from the CIA's headquarters.
In a neighborhood where security systems are the norm for the homes of some of Washington's most powerful and wealthy elite, Mrs. Gregg was confronted by two men, Michael Pierre of Upper Marlboro, Maryland, and Christoper Forbes, who were waiting for her inside of her home. News reports claimed the men had gained access to the house through an open garage door. The men demanded that Mrs. Gregg give them cash and they drove her to a nearby Wachovia Bank where she was forced to withdraw $4000 in cash from a teller, although the withdrawal slip was for $5000. Pierre reportedly held a knife to Mrs. Gregg's throat during the drive and kept it pointed into her side while she made the cash withdrawal at the teller window.
News reports claimed that the two assailants had stolen from the Gregg residence a silver platter, jewelry, credit cards, a $30,000 engagement ring, and Senator Gregg's golf clubs while Mrs Gregg was tied up and left lying on the floor of her house. Assistant Commonwealth's Attorney Julie Mitchell said that Pierre threatenjed to rape and murder Mrs. Gregg.
After the senator's wife gave the $4000 in cash to the two robbers, there were differing reports that Mrs. Gregg bolted out of the Wachovia bank through a side door and another that she hid in a closet in the bank.
Two days after the incident, President George W. Bush hugged Mrs. Gregg next to Air Force One at Pease International Trade port in Portsmouth, New Hampshire. At luncheon in Manchester, Bush joked, "Don't mess with Kathy."
Pierre and Forbes were captured the same day in Carteret, New Jersey after a car chase ensued.
Forbes received a sentence of 15 years while Pierre, the ringleader, received 20 years on each count of robbery and abduction with 10 years suspended on both counts with the sentence to be served consecutively. The Greggs did not attend the sentencing hearing saying they did not want any more attention from the kidnapping and robbery. Pierre's defense attorney claimed that his client had "cooperated" with the police and had no criminal recrods prior to his 2003 involvement with cocaine use.
The two men suspected of kidnapping her were captured Thursday in New Jersey after a car chase.
The kidnapping of Mrs. Gregg came just two days after it was revealed that Marvin Bush's babysitter, Bertha Champagne, was crushed to death by her own "driver-less" vehicle in the driveway of Bush's house on Fort Hunt Road, in the Alexandria section of Alexandria, Virginia. Marvin Bush is the brother of George W. Bush and son of George H. W. Bush. Champagne had exited the house at around 9:00 pm on September 29, almost a full week before the Washington Post reported the story. Champagne, according to the Fairfax County police report was retrieving a videotape of "her and President Bush" to show to Marvin Bush. It was when she was retrieving the tape from the car that it went into gear and crushed her to death.
When this editor contacted the Fairfax County police on October 8 to obtain the police report on the Bertha Champagne matter, Courtney Young, the public affairs officer, asked if the police report I was requesting was the one on the kidnapping of Senator Gregg's wife the day before. I replied no and that I wanted the report on Mrs. Champagne's death on the driveway of the brother of the President of the United States. She replied that no one else in the media had asked for that and that most of the media's interest was in Mrs. Gregg's kidnapping. The Fairfax County police never provided me with the police report on Champagne's death but it was eventually acquired through other means.
Although the Kathleen Gregg kidnapping and robbery was the subject of Washington corporate media attention on October 7, both that story and the death of the babysitter for the brother of the President of the United States, revealed just two days prior to the Gregg incident, quickly faded into irrelevancy, in order to hide, cover, deceive, obfuscate, the American Public and the World about the atrocity of the murders and assassinations of the infamous White House Murder INC, .
Factoids on Executive Order: 11905 .... etc,
Extra-judicial killings are indefensible, morally abhorrent, and illegal under international laws and norms. Article 23b of the 1907 Hague Regulations prohibits “assassination, proscription, or outlawry of an enemy, or putting a price upon an enemy’s head, as well as offering a reward for any enemy ‘dead or alive.’ ”
Article 3 of the Universal Declaration of Human Rights (UDHR) states that “Everyone has the right to life, liberty and security of person.” UDHR also recognizes the “inherent dignity (and the) equal and inalienable rights of all members of the human family.”
So do “just war” principles that rule out gratuitous violence, assassinations, especially if premeditated, war against civilians, and so on, despite the difficulties of distinguishing between combatants, those who’ve laid down their arms, and the innocent in times of war - let alone dealing with “terrorism” or what one analyst calls the “twilight zone between war and peace.” Others say it’s justifiable resistance or “blowback” in response to state-sponsored violence and other crimes of war and against humanity.
In 1980, the Sixth United Nations Congress on the Prevention of Crime and the Treatment of Offenders condemned “the practice of killing and executing political opponents or suspected offenders carried out by armed forces, law enforcement or other governmental agencies or by paramilitary or political groups” acting with the support of official forces or agencies.
The General Assembly also acted in response to arbitrary executions and politically motivated killings. On December 15, 1980, it adopted resolution 35/172 in which it urged member states to abide by the provisions of Articles 6, 14 and 15 of the International Covenant on Civil and Political rights that cover the right to life and various safeguards guaranteeing fair and impartial judicial proceedings.
The first principle of the 1989 UN Principles on the Effective Prevention and Investigation of Extra-legal, Arbitrary and Summary Executions states:
“Governments shall prohibit by law all extra-legal, arbitrary and summary executions and shall ensure that any such executions are recognized as offences under their criminal laws, and are punishable by appropriate penalties which take into account the seriousness of such offenses. Exceptional circumstances, including a state of war or threat of war, internal political instability or any other public emergency may not be invoked as a justification of such executions. (They) shall not be carried out under any circumstances including, but not limited to, situations of internal armed conflict, excessive or illegal use of force by a public official or other person acting in an official capacity or by a person acting at the instigation, or with the consent or acquiescence of such person, and situations in which deaths occur in custody. This prohibition shall prevail over decrees issued by governmental authority.”
These articles and provisions apply to occupied civilian populations, and the Fourth Geneva Convention and its Article 3 affords ones (like the Palestinians) under foreign occupation special protection. It covers all actions related to “Violence to life and person, Murder of all kinds, mutilation, cruel treatment and torture.” In addition, “The passing of sentences and the carrying out of executions without previous judgment pronounced by a regularly constituted court, affording all the judicial guarantees….recognized as indispensable by civilized peoples.”
Its Article 32 states: “the High Contracting Parties specifically agree that each of them is prohibited from taking any measure of such a character as to cause the physical suffering or extermination of protected persons in their hands. This prohibition applies not only to murder, torture, corporal punishment, mutilation and medical or scientific experiments not necessitated by the medical treatment of a protected person, but also to any other measures of brutality whether applied by civilian or military agents.”
Its Article 85 refers to “Grave Breaches” and defines them as “Acts committed willfully and causing death or serious injury to body or health….making the civilian population or individual civilians the object of attack (or)launching an indiscriminate attack affecting the civilian population or civilian objects….”
The 2002 International Criminal Court’s Rome Statute also defines these grave violations as war crimes that include (in its Article 8):
– “Grave” Geneva Convention breaches;
– “Willing killing….”
– “Intentionally launching an attack” knowing it will “cause incidental loss of life….”
– “Killing or wounding” combatants who’ve laid down their arms;
– extrajudicial killings; and
– “Killing or wounding treacherously a combatant adversary….”
In 1982..., the UN established the Special Rapporteur on extrajudicial, summary or arbitrary executions. It was one of several mandates to address disappearances, torture, assassinations and many other human rights abuses and violations of international law.....only Sabra and Shatila was not targeted, since it's a clear and unambiguous ISRAELI WAR CRIME.
Philip Alston currently holds the post to investigate extrajudicial killings, hold governments responsible for committing them, failing to prevent them, or for not responding when they’re carried out by others. In May 2008, he issued the latest report of his “principle activities” in 2007 through the first three months of 2008. As of March 2008, he requested permission from 32 countries and Occupied Palestine to visit. In spite of “proceed(ing) with plans for a visit,” Israel “so far failed to respond affirmatively.” The Palestinian Authority (PA) “issued an invitation.”
